I would have given this a higher rating if I hadn't expected something different. The quality of the handles and the duffel bag are great. However, this does not actually come with 4 x 10 lb weights or any weight at all. Rather, it comes with 4 empty "weight bags" that are meant to be filled with whatever filler you desire (they suggest sand). A bit misleading when it says 10 lb weights over each of the bags, but doesn't actually come with any weights.
